Phnom Penh is a hot city, like most big cities in South East Asia. It is not as big as Jakarta, Manila, or Bangkok, it is actually medium size city for a capital city in Asia, with 1.5 people population, it is surely plenty gay people to meet.
I was impressed on how cute the city is, people kind friendly as far as the ones I talked to, from Tuk Tuk driver, server at restaurants, shop owners around the A&P Resort. A&P located in trendy side of PP (Phnom Penh), there are some other resorts catering gay people, ample cute restaurants and organic shoppe around in walking distance. That being said, is a bit pricey than other areas in PP, but if still no where expensive compared with anywhere in US of course, so don’t worry,your $$$ can stretch very far like used condoms…uppps too vulgar???
A&P is super cool place to stay, very pretty and cozy. Every one is so helpful,from arranging local tour to giving any information about place to visit or things to do in PP.
It was low season in Cambodia when we were there (April), room was not in full capacity, they upgraded our room from Superior to Deluxe room. That’s very nice gesture. The highest level of hospitality shown the soonest we arrived. The fresh refreshing drink given to us when we checked in and the ambiance is so lovely.
Cute employee brought our luggage and took us to our glorious room. Big spacious room, nice decor and sexy sower with balcony like we were in heaven. How could not? From there we can see splashing water with many Cambodian men playing and chatting in their native language. 
They’re not fooling around of course, just be playful in oasis in the middle of hot PP. 
There is a gym by the pool, simple one with couple treadmill and dumbbell, I didn’t use it as always so tired being active in PP, day and night. Their bar serves drink (both alcoholic and non alcoholic ones) simple but delicious Cambodian and (I believe) French Food (one of the owner is French I think). You can relax here all day at pool and be served like a king (or princess however you wanna define it)or you can go out on foot sampling Cambodian dishes.
I like this gay resort, it is 100% men and clothing optional, great people & great food.
